Zoox just cleared a long regulatory barrier that lets the company collect money for rides in its purpose-built robotaxis. The Amazon-owned firm received the first commercial exemption of its kind from the National Highway Traffic Safety Administration under Part 555 rules. Those vehicles have no steering wheel and no pedals, so they fall outside standard federal motor vehicle safety requirements written for cars with human drivers.
Zoox has been awarded a temporary exemption that allows it to deploy up to 2,500 vehicles per year for the next few years. However, there is a catch: far tighter oversight than before. As part of the agreement, Zoox must file additional reports, keep its remote operators in the United States, reveal maps of where its cars are operating, and generally act responsibly. If any severe safety issues arise, NHTSA has the authority to revoke the approval immediately.

Last June, NHTSA granted Zoox another unique exemption: a demonstration permit that allowed it to provide free public rides on conventional highways. Only one catch: it wasn’t authorized to begin charging customers for trips until now, but it’s already gotten a taste of freebies by offering its Zoox Explorers Program in sections of San Francisco and Las Vegas. Over half a million people have used the program, and nearly another half a million are on the waiting list.
Things are about to change, however, as Zoox begins charging for rides in Las Vegas next month, and it’s not like it’s been waiting for the go-ahead in Vegas; state regulators in Nevada and California have already approved local laws for commercial operations. Other cities are expected to follow once Zoox meets those conditions. Testing is also taking place in Miami, Austin, Atlanta, Dallas, Los Angeles, Phoenix, Seattle, and Washington, D.C.
Zoox designs and builds its boxy, bidirectional shuttles in-house, and they’re entirely built in the United States. For years, the company has stated that a vehicle designed from the ground up for autonomy will be safer and more comfortable for riders than simply slapping autonomous technology onto a passenger car. Then, in 2025, NHTSA came along and opened a new path for domestic makers to develop vehicles without steering wheels, and Zoox was the first to take advantage of that for a public demonstration, and now it’s the first to be approved for commercial use.
NHTSA Administrator Jonathan Morrison described the decision as part of a wider effort to clear outdated rules while keeping strong oversight. “By removing unnecessary barriers to innovation, developing industry guidance, and providing strong enforcement oversight while we create performance requirements, NHTSA is taking a balanced approach to AV regulation,” he said. The agency is also updating federal standards so future autonomous vehicles will not need to carry equipment meant only for human drivers.
